Scott A. Jordan
Executive Vice President for Administration and Chief Financial Officer
Scott joined the University of Connecticut in January 2015. He has more than two decades in state and local government in the Commonwealth of Massachusetts, where he served five of the last six governors, most recently as Undersecretary of the Massachusetts Executive Office for Administration and Finance.
Scott recently served as the second-in-command of this cabinet-level executive office responsible for budget, finance, taxation and administrative services – including human resources, procurement, collective bargaining, and information technology.
In Massachusetts, he was responsible for preparation and management of the Commonwealth’s $17 billion five-year statewide capital plan, which includes investments in education, clean energy, highways, bridges, public housing, water infrastructure, and information technology. As well as a $2 billion, 10-year capital program for Massachusetts public higher education, providing new and renovated buildings across all 29 campuses statewide.
He served as the Commonwealth’s Director of Debt Finance from 1999-2003, responsible for capital finance and the issuance of state debt. He pioneered innovative financing programs in the Bay State, managing a public-private-partnership to redevelop U.S. Route 3 from Burlington, Massachusetts to the New Hampshire border and created the Clean Energy Investment Program – which has allowed Massachusetts to “green” its public buildings.
He previously served as the Executive Director of the Massachusetts Clean Water Trust, which finances more than $300 million per year for water infrastructure projects in Massachusetts, and as Director of Budget and Finance for the City of Lawrence, Massachusetts, where he was responsible for all finance and administrative functions.
Scott received his undergraduate degree from UMass-Amherst and a Master in Public Administration from Harvard’s John F. Kennedy School of Government.
